XLIFF, in both versions that are actually in use

XLIFF is the format you get when an agency is involved, and the two versions in circulation disagree about how a segment says it needs review.

1.2 and 2.0 spell "needs review" differently

XLIFF 1.2 marks a target with state="needs-review-translation"; 2.0 uses a segment state of initial or final. A tool that reads one and writes the other quietly promotes every unreviewed segment to approved on the round trip.

Linguiqo maps both onto the same internal state, so a segment that came in needing review goes back out needing review, whichever version the file is.

Where XLIFF comes from

Xcode exports it, Angular's extractor emits it, and most translation agencies take it. It is the format to use when the work leaves the building and comes back.
